Promotion of solar water-heaters and photovoltaic installations - Modifications

The deliberation of the Town council of June 2nd, 2008 relating to the promotion of  solar water-heaters and the photovoltaic installations is modified, with in particular the suppression of the communal premium relating to the placement of photovoltaic panels. HOUSING SUBSIDY - Promotion of solar water-heaters and photovoltaic installations - Approval

The council,
Meeting in public session,
- Having regard to the New York Convention of 09/05/92 on climate change;
- Having regard to the Kyoto Protocol of 11/12/97 on reducing greenhouse gas emissions;
- Whereas Belgium has signed up to the resolutions passed by these conferences and has thus committed itself to reduce its carbon dioxide emissions;
- Having regard to the commitments agreed by Wallonia to contribute to the reduction of greenhouse gases;
- Whereas it is right to support programmes aimed at increasing the proportion of renewable energy sources in the primary energy balance sheet;
- Having regard to the implementation of the Solar Action Plan which aims to have 200,000 m² of solar thermal collectors by 2010;
- Whereas it is important to develop a thermal solar market in Wallonia because of its environmental effects, but also its economic effects;
- Whereas support from public authorities, and especially local public authorities, can make people aware of the importance, for general wellbeing, of developing renewable energy industries;
- Having regard to the Walloon government decree of 27 November 2003 aimed at giving subsidies to install solar water-heaters;
- Having regard to the Walloon government decree of 20 December 2007 on the conditions and procedure for granting subsidies to encourage the rational use of energy;
- Having regard to the Walloon government's framework decree of 19 April 2007 amending the Walloon Land Use, Town Planning and Heritage Code with a view to promoting the energy performance of buildings
- On the college's proposal,
- Having regard to the funds posted each year to item 040/331/01 of the ordinary budget.

DECREES, with 15 votes in favour and 4 abstentions,
Article 1: The Municipal Council resolution of 7 May 2002 on the promotion of solar water-heaters is repealed;
Article 2: A municipal subsidy, for the installation of solar panels to be used for the production of domestic hot water, fixed at 25 euros per m² with a maximum total subsidy of 175 euros per installation, is agreed, within the limit of the budget set;
Article 3: Applicants requesting the subsidy specified in article 2 are required to use the form drawn up by the Walloon government for applying for regional subsidies. In addition, the applicant is required to provide proof that his dossier has been accepted by the Walloon Region for his application to be judged admissible;
Article 4: People who have submitted a dossier complying with the Walloon government decree of 15 December 2000 since it came into force can receive the subsidy specified in article 2;
Article 5: A municipal subsidy, for the installation of photovoltaic solar panels to be used for the production of electricity, fixed at 25 euros per m² with a maximum total subsidy of 175 euros per installation, is agreed, within the limit of the budget set;
Article 6: Applicants requesting the subsidy specified in article 5 are required to use the form drawn up by the Walloon government for applying for regional subsidies. In addition, for his application to be judged admissible, the applicant must provide proof that his dossier has been accepted by the Walloon Region and a certificate from the company which installed the panels indicating the number of square meters of panels installed;
Article 7: People who have submitted a dossier complying with the Walloon government decree of 20 December 2007 since it came into force can receive the subsidy specified in article 5;
Article 8: The funds used are those posted to item 040/331/01 of the ordinary budget;
