Do you want to meet a member of the service's staff in person?

The service is usually open on working days Mondays to Fridays 8.00 - 12.00. It is mainly staffed by a full-time person; however it is strongly recommended that you make an appointment in advance to deal with a particular issue as the member of staff might be working away from the office, in a meeting, on holiday, on a course, etc.…

If a member of staff is actually present, usually any information of a specific nature can be obtained without prior appointment.

General idea of the subjects dealt with by the service:

The service administers the municipal property holdings, under the direction of the municipal clerk and the political authorities represented by the municipal college and the municipal council, in accordance with the law, the rules fixed by the Local Democracy and Decentralization Code and various other regulations.

The assets of legal entities under public law are called property. It is divided into two categories: public property and private property. The rules governing property are essentially to do with legal theory and legal precedent.

Municipal public property is made up of assets allocated indiscriminately and effectively for everyone's use, whether this use arises from the very nature of the things or from a formal allocation decision made by a public authority. (e.g. the municipal highways, cemeteries, certain administrative buildings, etc.)

Municipal private property is made up of assets which belong to the municipality but are not part of the public property. They are intended above all to form a source of income, as opposed to public property assets which have a general interest purpose. (e.g. the municipal schools, municipal forests, municipal buildings, municipal meadows, etc.)

Some examples of the subjects dealt with by the service:

  • Management of the administrative procedure for acquiring immovable assets on behalf of the municipality. Management of the administrative procedure for disposing of municipal immovable assets.
  • Management of the administrative procedure for renting immovable assets both built and non-built. Management of the administrative procedure for drawing up a building lease for immovable assets.
  • Management of the administrative procedure for granting building rights for municipal immovable assets. Management of the administrative procedure leading to the signing of various occupancy agreements and/or provision of municipal immovable assets.
  • Management of the administrative procedure for leasing hunting rights in conjunction with the Nature and Forests Division (DNF). Organization and collaboration with the DNF for auctions of lumber and firewood and timber sales offered by mutual agreement by the DNF.
  • Management of the administrative procedure for submitting and removing plots of woodland to and from the forest system (compliance with the Forest Code). Management of the administrative procedure for proposing to the Provincial College to declassify and sell sections of, or surplus, paths or by-roads (resident owners, planned housing developments, etc.).
  • Management of the administrative procedure for the free acquisition of rights of way when certain housing developments are created.
  • Management of the administrative procedure for the free acquisition of private roads (roads in new developments).
  • Management of the administrative procedure for the creation of new municipal highways.
  • Gradual development of digital maps of municipal immovable assets and rented assets with the possibility of exploitation through access software.

Some examples of subjects not dealt with by the service:

  • Immovable assets not owned by the municipality.
  • Listed buildings, listed sites, etc. not owned by the municipality.
  • Work on municipal assets.
  • Work on rivers and streams.
  • Heritage certificates.
  • Hiring of the La Reid village hall by local companies.
  • Requests to organize training courses and various activities in the schools outside lesson times.
  • Management of income and expenditure related to municipal property.
